Rapid, Sustainable Business Performance Improvement Baldrige Award Achievement The Malcolm Baldrige National Quality Improvement Act was passed in 1987, named after Malcolm Baldrige, a US Secretary of Commerce and advocate of quality) was to enhance the competitiveness of U.S. businesses. Its scope has since been expanded to health care and education organizations (in 1999) and to nonprofit/government organizations (in 2005). Nationally, 1 Award Winner is declared each year in each established category. Many states have also established State-Level Awards based on the same Baldrige Criteria for Performance Excellence.
